With the institution of the 2010 Federal Water Pollution Control Act, better known as the Clean Water Act (CWA), large property owners are responsible for the quality and make up of their water run off.

Some states, such as Michigan, Florida, and many cities, have already outlawed the use of phosphates or chemical fertilizers due to their highly negative impacts on the environment, such as algae blooms and coral reef erosion. Pollution of waterways has resulted in mass die off of fish. Beginning in 2010, a large property owner or municipality can be fined up to $10,000 per day if not in compliance with the CWA.
